DIRECTORATE GENERAL LOCAL GOVERNMENT

INTRODUCTION:

Directorate General Local Government & Rural Development is the attached Department of Government of Khyber Pakhtunkhwa Local Government, Elections& Rural Development Department, in terms of Government of Khyber Pakhtunkhwa Rules of Business-1985.

It is mandated with the administration and management of the grass root local government institutions known as Village Councils and Neighbourhood Councils in the province. There are established 35 fully functional offices of Assistant Directors, LG&RDD (one in each district), working under the administrative control of Director General, LG&RDD, which are recently being extended to 131 Tehsil level offices including 25 offices of AD LG in newly merged areas of Khyber Pakhtunkhwa. A total of 4212 Village & Neighbourhood Councils with 29484 elected Councillors are providing services to the public as per provisions of Khyber Pakhtunkhwa Local Government Act, 2013.

HISTORY:

The Directorate General Local Government and its field formations known as Assistant Director Local Government & Rural Development Department and erstwhile Union Councils were working since 1950’s. These organizations have seen many ups and downs over the last more than 70 years of its history, including its abolishment under the Devolution Plan in the year 2000-2001 and its rebirth in the year 2011-12. The Directorate General LG&RDD and its field formations have re-emerged in 2011-12 and are on its way to achieve its past glory. Most importantly, the number of village councils & neighbourhood councils has been increased and LG system has also been extended to newly merged areas to ensure maximum representation to the people of Khyber Pakhtunkhwa.  The organization has opened windows for the induction of new officers through competitive process of Khyber Pakhtunkhwa Public Service Commission in the administration, engineering and accounting cadres. The recruitment process of  Junior Secretaries VC/NC’s has also been reformed by enhancing the educational qualification to FA/F.Sc Degree with six months certificate in information Technology and induction is being made through the ETEA or NTS, purely on merit basis. The Directorate General Local Government & Rural Development is working on a number of initiatives to ensure office automation, especially the civil registration of vital events including registration of birth, death, marriage and divorce by the VC/NC’s in coordination with key stakeholders.

FUNCTIONS & SERVICES:

The Directorate General and its field formations are mandated to provide a number of public services to the citizens at their doorstep through a network of 4212 VCs/NCs, supported by professional team of AD LG’s, Assistant Engineers, Sub Engineers, Progress Officers and Accountants, Supervisors mainly in the following sectors:

  1. Small nature village infrastructure and development projects.
  2. Maintenance of government assets
  3. Registration of births, deaths, marriages and divorces.
  4. Construction of water supply schemes such as dug wells, gravity-based water supply etc
  5. Construction of sanitation schemes including pavement of streets & open drains etc
  6. Construction of small public roads and paths;
  7. Village cleanliness and conservancy;
  8. Facilitating the citizens in attestation and verification of documents for the National Identity Cards and domicile certificates etc;
  9. Facilitating the national and provincial organizations in conducting population census, updating & authenticating the electoral voter lists & delimitation of constituencies for national, provincial and local government elections;
  10. Facilitating the health department and district administration in carrying out special campaigns for the eradication of polio, dengue, malaria & cholera etc including awareness campaigns for Covid-19 Vaccination.
  11. Organizing Village and Neighbourhood level sports and cultural events.
  12. Organize watch and ward in the area;
  13. Tree plantation on public and private land holdings
